Pengaruh Pola Komunikasi dan Struktur Kekuasaan terhadap Pengelolaan Bencana Alam di Masyarakat Desa di Indonesia

Abstract

Manajemen bencana alam di masyarakat pedesaan sangat dipengaruhi oleh pola komunikasi dan struktur kekuasaan. Studi ini mengeksplorasi dinamika tersebut di desa-desa di Indonesia, dengan fokus pada dampaknya terhadap kesiapsiagaan, respons, dan pemulihan bencana. Dengan menggunakan pendekatan kualitatif, wawancara mendalam dengan delapan informan dilakukan, dan data dianalisis menggunakan perangkat lunak NVIVO. Temuan menunjukkan bahwa saluran komunikasi formal, meskipun otoritatif, sering kali mengalami keterlambatan, sementara jaringan informal memberikan informasi yang cepat namun terkadang tidak dapat diandalkan. Struktur kekuasaan yang hirarkis memainkan peran ganda, memfasilitasi pengambilan keputusan namun terkadang mengecualikan kelompok-kelompok yang terpinggirkan. Interaksi dari faktor-faktor ini menyoroti perlunya kepemimpinan yang inklusif, strategi komunikasi yang terintegrasi, dan memanfaatkan praktik-praktik tradisional seperti gotong royong. Studi ini memberikan wawasan yang dapat ditindaklanjuti bagi para pembuat kebijakan dan praktisi untuk meningkatkan ketangguhan bencana di daerah pedesaan dengan menangani dinamika sosial-budaya.
